Well, I am writing an imaginary story, any characters resembling someone or something is purely a co-incidence.
I
am fed up with the techniques I get to know every day from different
sources on how can someone screw up an established system, so I decided
to prepare a garland of these flowers which I will knit one by one. Here
is one of the few flowers. You can use a knife to cut potatoes in
kitchen, or to cut your own veins. The same rule applies to this story.
2. The Justice
All of us have seen a statue of the goddess of justice at least in movies. All have seen a balance in the hands of a blindfolded lady, but most of us fail to notice the sword in the other hand!
Well the goddess of justice says a lot, but how many hear it? lets say I listen to her, so what?
I was talking to a senior judge recently when I met him during my 18 hour travel in train. (I will not take his name, since he is a sitting judge of a court), an important part of my conversation with him is as under.
me: sir, why are you traveling alone? where are your guards?
judge: seems like you are not believing me to be a judge! (gave his business card to me). I am going to my daughter's home, I am on vacation.

me: sir, why does it takes you 10 years to decide if someone is guilty?
judge: its a big myth. In most of the cases I get to know who is guilty on the first day itself. (i remembered Jolly LLB). very few cases take time, may be one or two in the entire career. I deliver a criminal case in less than a month, only few have taken about 4 months and none in my 20 years exp have stretched longer than 6 months.
me: then why it take 10 years?
Judge: (He tried not to answer)
me: Sir, tell me if you have sentenced anyone to death?
Judge: let me give you one case I decided, It was a rape case (the entire compartment was attentive), a 18 year guy raped ... (someone no hints sorry). That girl died in the act. it took me 5 minutes to understand who was the culprit.
Unnecessarily lawyers stretched it, I gave the judgement in 15 days; death sentence.
a lady in my compartment: is he hanged?
judge: no its been years now, the case is in higher court, on stay.
me: why stay? no hearing? in supreme court?
judge: naa, in next higher court. The judges of higher court are so busy that they can hear once in 6 months. and this case has to go till the president, it will take 10 years.
me: thats why 10 years?
judge: yes, its quiet simple, if you want to bring down the judiciary, dont appoint the judges at all specially in higher courts.
me: so ?
judge: there is a need for good chief justice and a good PM only then something can happen. if one of them is not active, then this problem can never be solved.
me: you mean number is a problem?
judge: yes, but not really, its the mindset of judges that can only change with the incoming of new ones. Few who are interested in photographs will be replaced and the things will change.
me: are you saying the judges are not good?
judge: no, If I can decide a case in 5 min, higher court judges decide in 2 min.
The problem is, they should only refrain from interfering in administration, or investigation. if we start deciding everything, then what will govt has to do? what about their responsibility? are we responsible for putting street lights? am I responsible if you don't get ticket?
When we (judges) stop doing all these and concentrate on our work, all cases can be solved within 6 months. The people then will be fear to commit crimes because the cases will be decided soon. There are some cases police delay things, which can also be taken care after this. But when cases are solved soon, the number of cases will also reduce.

Well I don't need to write a concluding paragraph. This is a criminal case, similar thing exists in civil case.
The
justice is the second flower in the garland I am trying to make. Hope fully
I will rope in other elements which can bring down a system. Next will
be police.
